After struggling with InstallShield automated setup and switches forever, the command I finally got working is: setup.exe /S /f1. Setup.iss The '. ' in the command line specifies that setup.exe should look for the setup.iss file in the current directory.
I have been doing some housekeeping lately and I've noticed that I had a lot of orphaned attachments. Attachments get orphaned when the PM or post is deleted without removing the attachment first. Deleting a PM or post does not delete the attachment and the file or image remain on the server. I'd like to ask all members to go through their attachments and delete any attachments you don't need anymore or those that have been orphaned. Where can I get a list of my attachments? Click on your display name in the upper right corner of the forums and pick 'My Attachments' from the drop-down list.
How can I tell an attachment is orphaned? If the PM has been deleted, you'll see a message like this in your attachment list: Unfortunately there is no message if the post has been deleted, so please check your old posts. We do purge old birthday threads every once in a while.
Also some hosted projects have been shut down, so you may have orphaned attachments on one of those locations. That's a worry. Didn't have a problem with Installshield when installing Oblivion DVD GOTY on a clean Windows 10 install, There may well have been InstallShield entries in Program Data or Appdata that got corrupted on the transfer of User Settings. Someone had a similar with other software- Hate the solution. There's these from which many MS forum superstars copy/paste. A possible (check Dr Watson log). I think you have tried these: Run install as admin.
Clear out username AppData Local Temp. Create folders with full permissions before running install. Also re Enboost is a worry.

Can't find that key in my Registry, so i suppose EnableAlignmentFaultExceptions is not enabled. Yes, i did try with all combinations of Admin and comcompatibility options 5. Sits currently after ApplicationFrameHost.exe but before MicrosoftEdge.exe. Hmmmm Looks like InstallShield is looping, so run it in the troubleshooter. If it can generate some kind of error code that'll be a good starting point.

This morning, it was my name and a personal password that I will not ever forget. (it was the only user I had in my PC) When I restarted windows after the language pack, the user was renamed to '[email protected]' and the password was the hotmail password (which I would never remember, had I not seen it last week) I already renamed it back and created a second user, just in case. (but Microsoft is pushing for using an email address as username. It was not that easy to find how to create a PC user without an email account. Had to google for it). I wonder how legal it is for Microsoft to transport my password from hotmail to my PC. Or would it check with hotmail every time I turn the PC on?

Automatic update is on. It is a DVD (Oblivion GOTY edition).
I have successful uninstalled and reinstalled Skyrim, which is also in DVD, but uses a Steam installations tool, not InstallShield, Windows Installer status was blank/empty, not 'Executing'. I started it manually, but it did not help. The startup column says 'Manual' and, in Properties, it is disabled, so it cannot be changed to Automatic. It reverts to blank, all by itself, after about 5 minutes. Neither command line generated the log file. The install process creates 9 files (all binaries) and 3 folders in the Temp folder, but no log.(crashes before the first log entry, i guess) Not sure if it means anything, but I noticed that in the first try after a boot, the InstallShield progress bar goes up to 60-70% before the crash. Subsequent tries crash at 30%.
EDIT Since it seems to go a little further after reboot, i rebooted and tried the command line. Still no InstallShield log, Edited August 5, 2016 by QQuix. I think it wants the locale changed- not just the language. Click right taskbar- what's the Country or Region? Changing it might require a reboot, nothing more. Edit: Hmmm didn't have the same problem installing on previous versions of Windows?
The other option is to go to the OEM and request an updated install script- that's where the problem lies. I'm currently D/Ling VS2015 -there's a small chance we may be able to decompile setup.exe but it's probably encrypted. There's little info on things like MediaFormat and LogMode. They must be for Installshield insiders only!

Oblivion was successfully installed from DVD on the then new Win 8 machine when the locale was set to Portuguese or American/UK? Is it possible to? Is it Windows 10 Pro or Home edition btw? I use English (United States) -US as the default input method else the shift '/@ swap.
Display language can be any version of English. There is this that might have limitations, but even if you do your own reg entries, it's moot as to whether a complete Oblivion install is going to work.

Come to think of it, I remember buying the win8 license and receiving the license key from Microsoft by email (no free upgrades at the time). So i guess my PC came with XP and I upgraded to win8 on the run. Oblivion was installed and kept working fine after the upgrade. The language was already set to English and, if memory serves, remained English after the upgrade.
I did reinstall Oblivion once, since. But I also installed it (and the CS) in my office PC for a couple of hours in order to show my working mates what this modding business was all about and what I was doing. That PC was in Portuguese. Googling from your link, i understand that I have to install, which includes PowerShell, which is required to access the Windows Update Log.
I will do that later today. I can open the cab as if it were a folder, but it contains a lot of things (including 26.exe and 7.com files), most of them do not seem related to a language pack (like a DrWatson.exe). I suppose Windows must have some tool to install it. I am giving up. After so many hours and so many tries, I am pretty much convinced that this thing is messed up beyond repair and the way out is a clean install, sooner or later.So, let's make it sooner. I am, also, getting uncomfortable using so much of your time in this. I am really grateful for your interest and time spent.
Yesterday, I bought a new SSD and a new Win10 license (English, of course) and will do a clean install when they arrive in a few weeks. Not sure on the ease of setup but, for tools, QEMU and VirtualBox seem to be the main ones these days. I'm on a poor Internet connection right now but I'll try to find some links for you when I'm on a better one. Apologies, I've been busy. For VirtualBox, these seem to be the main parts of the documentation that would be helpful.
O QQuix, that's a good move, - but. You paid money for a new licence after this??? The Windows Management Framework link is only a preview, it won't work for much. Best bet is to create a new user in your current W10.
VM's VM looks very interesting, but it seems like a lot of time (and disk crunching) is needed for that. @VM: Have you got it working for anything I wonder? As a matter of interest, this was the error with activation on the clean install of W10: License Activation (slui.exe) failed with the following error code: hr=0x803F7001 This is the from MS. (7) If I did not take this opportunity, I would have to wait until her next trip (probably only next year). I will do the clean install on the new SSD using my current license.
Most likely the InstallShield and the language change will work on a clean install. In this case, I save the new license for use in my next PC (hopping it does not expire). I did create a new user, but the language problem persists. Like in my main user, everything is set to English, but the presentation language remains Portuguese.
VM's VM seems interesting but also seems above my league. I will wait my son's next visit to try it.
